The law states that the submission of a document proving health insurance must be demonstrated within 30 days from the date of collection of the residence document (residence card), meaning not from the date the residence was granted.
Please note that, for example, a foreign national who is self-employed may register for health insurance with one of the three health insurance companies (Všeobecná zdravotná poisťovňa, Union, Dôvera) that provide public health insurance. A minor child of a foreign national can be registered in the same manner. The opposite applies to a foreign national whose purpose of residence is business as a statutory body of a business company. Such an individual may only register for health insurance with commercial insurance companies.
In the case of a foreign national who has been granted residence for the purpose of employment, it is required that, following the grant of residence, they first register themselves with a public health insurance company, and subsequently, the employer may register them as their employee. The foreign national will need to submit an employment contract for the registration.
Pursuant to Section 123 of the Act on the Residence of Foreigners, a document proving health insurance means a confirmation issued in the name of the foreign national stating that they are covered by health insurance in the territory of the Slovak Republic or that their medical expenses are covered in the territory of the Slovak Republic.
A foreign national applying for a Schengen visa for the purpose of seasonal employment is also required to submit proof of health insurance.
Renewal of residence and health insurance for a foreign national
A foreign national must be insured in the territory of the Slovak Republic throughout the entire period of their residence. This must be demonstrated upon submitting the application for the renewal of residence. In addition to a confirmation from the insurance company stating that they were insured for the entire period of residence (from no later than the thirtieth day following the collection of the residence document until the submission of the renewal application), they must also prove that the insurance remains valid as of the date the decision on the renewal is issued. This means that they must also submit a document proving health insurance for the subsequent period along with the renewal application.
In the case of insurance with public health insurance companies, these companies will issue a document stating that the insurance was concluded on a specific date and continues to “remain in force”. In the case of commercial insurance companies, it is necessary to pay for the insurance for a subsequent period from the date of submission of the renewal application for at least approximately 90 days, as this is the official time limit for a decision on the residence renewal in the case of a third-country national. If the insurance is not proven as of the date of the residence renewal, the police authority will request the foreign national to submit an additional confirmation.
